Most likely ceramic.Some photos are in black and white background, so you can see flaws and condition of the planter.
The paint is in good condition with the exception of the boots, there is some paint missing, as you can see in photos, the gold is bright and shiny some chipping and glazing see photos
The red and green colors look good.
I see a supercial line inside around the rim area, but it doesn't affect the piece outside.
